  1                      A bill to be entitled

  2         An act creating the Florida Forever Trust Fund

  3         within the Fish and Wildlife Conservation

  4         Commission; providing for its purposes;

  5         providing for a source of funds; providing for

  6         review and termination or re-creation of the

  7         trust fund; providing a contingent effective

  8         date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  (1)  The Florida Forever Trust Fund is

13  created within the Fish and Wildlife Conservation Commission

14  to be used for the purposes of section      , Florida

15  Statutes. The trust fund shall receive funds pursuant to

16  section 259.105(3)(f), Florida Statutes.

17         (2)  In accordance with Section 19(f)(2), Article III

18  of the State Constitution, the Florida Forever Trust Fund

19  shall be terminated on July 1, 2004, unless terminated sooner.

20  Before its scheduled termination, the trust fund shall be

21  reviewed as provided in section 215.3206(1) and (2), Florida

22  Statutes.

23         Section 2.  This act shall take effect July 1, 2000,

24  but it shall not take effect unless it is enacted by a

25  three-fifths vote of the membership of each house of the

26  Legislature.
