11  Senator Geller moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 3, line 20, through
15            page 5, line 13, delete those lines
16  
17  and insert:  
18         (2)  The governing board of the authority shall consist
19  of nine voting members, as follows:
20         (a)  The county commissions of Miami-Dade Dade,
21  Broward, and Palm Beach Counties shall each elect a
22  commissioner as that commission's representative on the board.
23  The commissioner must be a member of the county commission
24  when elected and for the full extent of his or her term.
25         (b)  The county commissions of Miami-Dade Dade,
26  Broward, and Palm Beach Counties shall each appoint a citizen
27  member to the board who is not a member of the county
28  commission but who is a resident of the county from which he
29  or she is appointed and a qualified elector of that county.
30  Insofar as practicable, the citizen member shall represent the
31  business and civic interests of the community.

SENATE AMENDMENT Bill No. CS for CS for SB 686 Amendment No. ___ Barcode 705164 1 (c) The secretary of the Department of Transportation 2 shall appoint one of the district secretaries, or his or her 3 designee, for the districts within which the area served by 4 the South Florida Regional Transportation Authority tri-county 5 rail is located. 6 (d) If the authority's service area is expanded 7 pursuant to s. 343.54(5), the county containing the new 8 service area shall have three members appointed to the board 9 as follows: 10 1. The county commission of the county shall elect a 11 commissioner as that commission's representative on the board. 12 The commissioner must be a member of the county commission 13 when elected and for the full extent of his or her term. 14 2. The county commission of the county shall appoint a 15 citizen member to the board who is not a member of the county 16 commission but who is a resident and a qualified elector of 17 that county. Insofar as is practicable, the citizen member 18 shall represent the business and civic interests of the 19 community. 20 3. The Governor shall appoint a citizen member to the 21 board who is not a member of the county commission but who is 22 a resident and a qualified elector of that county. The other 23 eight members of the board shall elect, by a simple majority 24 vote, an at-large member who is a resident and qualified 25 elector in the area served by the tri-county rail. 26 (e) The Governor shall appoint two members one member 27 to the board who are residents and qualified electors is a 28 resident and qualified elector in the area served by the 29 authority but who are not residents of the same county and 30 also not residents of the county in which the district 31 secretary who was appointed pursuant to paragraph (c) is a 2 6:20 PM 04/25/03 s0686c2c-31j02
SENATE AMENDMENT Bill No. CS for CS for SB 686 Amendment No. ___ Barcode 705164 1 resident tri-county rail. 2 (3)(a) Members of the governing board of the authority 3 shall be appointed to serve 4-year staggered terms, except 4 that the terms of the appointees of the Governor shall be 5 concurrent. 6 (b) The terms of the board members currently serving 7 on the authority that is being succeeded by this act shall 8 expire July 30, 2003, at which time the terms of the members 9 appointed pursuant to subsection (2) shall commence. The 10 Governor shall make his or her appointments to the board 11 within 30 days after July 30, 2003. The terms of the county 12 commissioners on the governing board of the authority shall be 13 2 years. All other members on the governing board of the 14 authority shall serve staggered 4-year terms. Each member 15 shall hold office until his or her successor has been 16 appointed. 17 (4) A vacancy during a term shall be filled by the 18 respective appointing authority in the same manner as the 19 original appointment and only for the balance of the unexpired 20 term. 21 (5) The members of the authority shall serve without 22 not be entitled to compensation, but are entitled to 23 reimbursement shall be reimbursed for travel expenses actually 24 incurred in their duties as provided by law. 25 26 27 ================ T I T L E A M E N D M E N T =============== 28 And the title is amended as follows: 29 On page 1, lines 5-9, delete those lines 30 31 and insert: 3 6:20 PM 04/25/03 s0686c2c-31j02
