  1                      A bill to be entitled

  2         An act relating to tobacco settlement agreement

  3         proceeds; requiring the disbursement of a

  4         portion of the interest from tobacco settlement

  5         agreement proceeds to the Department of Health

  6         for specified purposes; providing for future

  7         repeal; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10  

11         Section 1.  (1)  To make a significant impact on the

12  use of tobacco products by children under the age of 18,

13  beginning July 1, 2004, 10 percent of the interest paid

14  pursuant to the tobacco settlement agreement as defined in

15  section 215.56005, Florida Statutes, shall be distributed to

16  the Department of Health to be used to:

17         (a)  Maintain the statewide advocacy organization,

18  Students Working Against Tobacco, as well as local

19  partnerships.

20         (b)  Provide each county with a coordinator and staff

21  to act as liaison to the Department of Health to coordinate

22  anti-underage-smoking efforts.

23         (c)  Develop and implement a statewide advertising

24  campaign as it relates to underage smoking.

25         (d)  Purchase and distribute educational materials for

26  the school system relating to the dangers of underage smoking.

27         (e)  Enhance the enforcement of youth possession laws.

28         (2)  This section expires 5 years after the effective

29  date of this act.

30         Section 2.  This act shall take effect upon becoming a

31  law.
