11  Senator Bennett moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 5 between lines 13 and 14,
15  
16  insert:  
17         Section 3.  Each state agency may use call center
18  services. Call center providers are encouraged to meet the
19  following criteria in providing services to state or
20  governmental agencies:
21         (1)  The provider may engage the services of call
22  center workers in this state;
23         (2)  The provider may engage the services of
24  developmentally disabled, disadvantaged workers or people who
25  are unable to work in a traditional workplace setting; and
26         (3)  The provider may provide the services at a cost
27  less than current costs.

29  If the above criteria are met, a budget amendment may be
30  submitted for approval by the President of the Senate and the
31  Speaker of the House of Representatives, shifting funding from
