11  The Committee on Education (Wise) recommended the following
12  amendment:

14         Senate Amendment (with title amendment) 
15         On page 3, between lines 13 and 14,
16  
17  insert:  
18         Section 2.  Subsection (3) of section 1009.891, Florida
19  Statutes, is amended to read:
20         1009.891  The Access to Better Learning and Education
21  Grant Program.--
22         (3)(a)  The department shall issue an access grant to
23  any full-time student seeking a baccalaureate degree:
24         1.  Who is registered at a for-profit college or
25  university that is located in and chartered by the state and
26  that is accredited by the Commission on Colleges of the
27  Southern Association of Colleges and Schools; or
28         2.  Who is registered at a nonprofit college or
29  university that is chartered out of the state or who is
30  registered at a for-profit college or university that has an
31  articulation agreement with the Division of Community Colleges

Florida Senate - 2005 COMMITTEE AMENDMENT Bill No. SB 1256 Barcode 655230 1 and workforce education in the the Department of Education in 2 which the undergraduate degree programs leads to employment in 3 a targeted occupation, that has been located in the state for 4 10 years or more, and that is accredited by the Commission on 5 Colleges of the Southern Association of Colleges and Schools, 6 the Middle States Association of Colleges and Schools, the 7 North Central Association of Colleges and Schools, or the New 8 England Association of Colleges and Schools; that grants 9 baccalaureate degrees; that is not a state university or state 10 community college; and that has a secular purpose, if the 11 receipt of state aid by students at the institution would not 12 have the primary effect of advancing or impeding religion or 13 result in an excessive entanglement between the state and any 14 religious sect. 15 (b) Institutions eligible for the Access to Better 16 Learning and Education Grant Program in the initial year of 17 funding shall include only those for-profit colleges or 18 universities identified in this subsection.
