4     On page 28, line 30,
5insert:
6     Section 2.  In order to mitigate the impact of rates on
7low-income electric ratepayers, each electric utility that
8recovers storm recovery costs through storm recovery bonds as
9provided in s. 366.8260, Florida Statutes, shall remit to the
10Division of Housing Community Development of the Department of
11Community Affairs, for the time period the utility is collecting
12a storm recovery charge authorized under s. 366.8260, Florida
13Statutes, 1 percent of the annual storm recovery charge, as
14defined in s. 366.8260, Florida Statutes, collected pursuant to
15the terms of the financing order provided for under s. 366.8260,
16Florida Statutes. The utility shall remit the funds to the
17department on a quarterly basis and the department shall deposit
18such funds in the Grants and Donations Trust Fund. The funds
19received shall be allocated by the department using the same
20funding formula that the department uses to distribute funds
21pursuant to the Low Income Home Energy Assistance Program
22received from the United States Department of Health and Human
23Services pursuant to 42 U.S. C. ss. 8621-8629. The funds shall
24be used to mitigate the rate impact to low-income electric
25ratepayers who qualify for assistance under the Low Income Home
26Energy Assistance Program.
