4     Remove everything after the resolving clause and insert:
5     That the amendment to Section 3 of Article XI and the
6creation of Section 26 of Article XII of the State Constitution
7is agreed to and shall be submitted to the electors of this
8state for approval or rejection at the next general election or
9at an earlier special election specifically authorized by law
10for that purpose:

AMENDMENTS
13     SECTION 3.  Initiative.--
14     (a)  The power to propose the revision or amendment of any
15portion or portions of this constitution by initiative is
16reserved to the people, provided that, any such revision or
17amendment, except for those limiting the power of government to
18raise revenue, shall embrace but one subject and matter directly
19connected therewith. Any revision or amendment proposed by
20initiative shall:
21     (1)  Amend or repeal an existing section of this
22constitution on the same subject and matter;
23     (2)  Address a basic or fundamental right of a citizen of
24this state; or
25     (3)  Change the basic structure of state government as
26established in Article II, Article III, Article IV, or Article V
27of this constitution, except that no revision or amendment shall
28deprive the branches of government of any existing powers
29granted in these articles.
30     (b)  The initiative power It may be invoked by filing with
31the custodian of state records a petition containing a copy of
32the proposed revision or amendment, signed by a number of
33electors in each of one half of the congressional districts of
34the state, and of the state as a whole, equal to eight percent
35of the votes cast in each of such districts respectively and in
36the state as a whole in the last preceding election in which
37presidential electors were chosen.

SCHEDULE
40     SECTION 26.  Permissible subject matter of constitutional
41revisions or amendments proposed by initiative.--The amendment
42to Section 3 of Article XI, to provide that a constitutional
43revision or amendment proposed by initiative must amend or
44repeal an existing section of this constitution on the same
45subject and matter; must address a basic or fundamental right of
46a citizen of this state; or must change the basic structure of
47state government as established in Article II, Article III,
48Article IV, or Article V of this constitution, except that no
49revision or amendment may deprive the branches of government of
50any existing powers granted in these articles, shall take effect
51upon approval by the electors.
52     BE IT FURTHER RESOLVED that the title and substance of the
53amendment proposed herein shall appear on the ballot as follows:
