17  and insert:  
18         Section 39.  The Florida Housing Finance Corporation is
19  authorized to provide funds to eligible entities for
20  affordable housing recovery in those areas of the state which
21  sustained housing damage due to hurricanes during 2004 and
22  2005. The Florida Housing Finance Corporation shall utilize
23  data provided by the Federal Emergency Management Agency to
24  assist in its allocation of funds to local jurisdictions. To
25  administer these programs, the Florida Housing Finance
26  Corporation shall be guided by the "Hurricane Housing Work
27  Group Recommendations to Assist in Florida's Long Term Housing
28  Recovery Efforts" report dated February 16, 2005, and may
29  adopt emergency rules pursuant to s. 120.54, Florida Statutes.
30  The Legislature finds that emergency rules adopted pursuant to
31  this section meet the health, safety, and welfare requirement

The Legislature finds that 2 such emergency rulemaking power is necessary for the 3 preservation of the rights and welfare of the people in order 4 to provide additional funds to assist those areas of the state 5 that sustained housing damage due to hurricanes during 2004 6 and 2005. Therefore, in adopting such emergency rules, the 7 corporation need not make the findings required by s. 8 120.54(4)(a), Florida Statutes. Emergency rules adopted under 9 this section are exempt from s. 120.54(4)(c), Florida 10 Statutes. The sum of $15 million is appropriated from the 11 Local Government Housing Trust Fund to the Florida Housing 12 Finance Corporation for the Farmworker Housing Recovery 13 Program and the Special Housing Assistance and Development 14 Program, the sum of $100,000 for technical and training 15 assistance, the sum of $60.9 million for the Rental Recovery 16 Loan Program, and an additional $32 million from the State 17 Housing Trust Fund for the Rental Recovery Loan Program. 18 Section 40. The sum of $82,904,000 is appropriated 19 from the Florida Small Cities Community Development Block 20 Grant Program Fund to the Department of Community Affairs. 21 These funds shall be used consistent with the Federal 22 Register, Vol. 71, No. 29, February 13, 2006, Docket No. 23 FR-5051-N-01, and the Action Plan for Disaster Recovery 24 approved by the United States Department of Housing and Urban 25 Development to meet the needs of communities impacted by 26 Hurricanes Wilma and Katrina, with a prioritization toward 27 affordable housing in the most impacted areas of the state. 28 Section 41.
