11  The Committee on Agriculture (Bennett) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         On page 1, lines 16-18, delete those lines
16  
17  and insert:  
18         Section 1.  Subsection (5) of section 474.203, Florida
19  Statutes, is amended, and subsection (9) is added to that
20  section, to read:
21         474.203  Exemptions.--This chapter shall not apply to:
22         (5)(a)  Any person, or the person's regular employee,
23  administering to the ills or injuries of her or his own
24  animals, including, but not limited to, castration, spaying,
25  and dehorning of herd animals, unless title has been
26  transferred or employment provided for the purpose of
27  circumventing this law. This exemption shall not apply to
28  out-of-state veterinarians practicing temporarily in the
29  state. However, only a veterinarian may immunize or treat an
30  animal for diseases which are communicable to humans and which
31  are of public health significance.

 1         (b)  A person hired on a part-time or temporary basis,
 2  or as an independent contractor, by the owner of an animal or
 3  a herd or flock of animals to assist with herd-management and
 4  animal-husbandry tasks for herd and flock animals, including
 5  castration, dehorning, parasite control, and debeaking, or to
 6  provide manual hand floating of teeth or farriery of equines.

10  And the title is amended as follows:
11         On page 1, line 3, after the semicolon,
12  
13  insert:
14         providing that ch. 474, F.S., relating to
15         veterinary medical practice, does not apply to
16         a part-time worker or an independent contractor
17         who is hired by the owner of an animal or a
18         herd or flock of animals to provide certain
19         services concerning such animal, herd, or
20         flock;
