14 On page 9, between lines 23 and 24,

16 insert:
17 Section 3. On or before October 1, 2006, the
18 Department of Environmental Protection shall enter into
19 negotiations with any local government within the Northwest
20 Florida Water Management District that requests to be
21 delegated the responsibilities under this act pursuant to s.
22 373.441, Florida Statutes, in order to minimize duplicative
23 permitting programs and increase governmental efficiency while
24 maintaining environmental standards. The department shall
25 report to the President of the Senate and the Speaker of the
26 House of Representatives by March 1, 2007, regarding progress
27 made in the negotiation of environmental permitting with any
28 local government and delegation of responsibilities thereto in
29 accordance with this section.
30 Section 4. Section 4 of chapter 2005-273, Laws of
31 Florida, and section 32 of chapter 2005-71, Laws of Florida,

2 Section 5. No authority granted by this act shall
3 limit or restrict the protections from duplication contained
4 in s. 163.3162 or s. 823.14, Florida Statutes.

10 And the title is amended as follows:
11 On page 1, line 22, after the semicolon
12
13 and insert:
14 requiring the department to negotiate with
15 local governments in the district by a certain
16 date for delegation of responsibility for
17 certain permitting; requiring the department to
18 report to the Legislature by a certain date;
19 repealing s. 4 of ch. 2005-273, Laws of
20 Florida, and s. 32 of ch. 2005-71, Laws of
21 Florida, which specified dates certain for the
22 repeal of certain provisions relating to
23 permitting in the district; prohibiting
24 limitation or restriction on the protections
25 from duplication contained in certain
26 provisions of law;
