A bill to be entitled
2An act relating to county boundaries; amending ss. 7.06
3and 7.50, F.S.; extending and enlarging the boundaries of
4Broward County to include certain lands in Palm Beach
5County; decreasing the boundaries of Palm Beach County;
6providing for continuation of certain land use
7regulations; providing for transfer of road rights-of-way;
8protecting rights of parties to contracts; providing an
9effective date.

11Be It Enacted by the Legislature of the State of Florida:
12
13     Section 1.  Section 7.06, Florida Statutes, is amended to
14read:
15     7.06  Broward County.--The boundary lines of Broward County
16are as follows: Beginning on the east boundary of the State of
17Florida at a point where the south boundary of township forty-
18seven south of range forty-three east, produced easterly, would
19intersect the same; thence westerly on said township boundary to
20its intersection with the axis or center line of Hillsborough
21State Drainage Canal, as at present located and constructed;
22thence westerly along the center line of said canal to its
23intersection with the range section line dividing ranges forty
24and sections twenty-six and thirty-five of township forty-seven
25south, of range forty-one east; thence westerly on the said
26section line dividing sections twenty-six, thirty-five and other
27sections to the northwest corner of said section thirty-one of
28township forty-seven south of range forty-one, east; thence
29south on the range line dividing ranges forty and forty-one
30east, of township forty-seven south, to the northeast corner of
31section twenty-five of township forty-seven, south, of range
32forty east, a distance of one hundred and six feet, more or
33less; thence due west on the north boundaries of the sections
34numbered from twenty-five to thirty, inclusive, of townships
35forty-seven south, of ranges thirty-seven to forty east,
36inclusive, as the same have been surveyed, or may hereafter be
37surveyed, by the authority of the Board of Trustees of the
38Internal Improvement Trust Fund, to the northwest corner of
39section thirty of township forty-seven south, of range thirty-
40seven east; thence continuing due west to the range line between
41ranges thirty-four and thirty-five east; thence southerly on the
42range line dividing ranges thirty-four and thirty-five east, to
43the southwest corner of township fifty-one south, of range
44thirty-five east; thence east following the south line of
45township fifty-one south, across ranges thirty-five, thirty-six,
46thirty-seven, thirty-eight, thirty-nine and forty, to the
47southwest corner of township fifty-one south of range forty-one
48east; thence north on the range line dividing ranges forty and
49forty-one to the northwest corner of section thirty-one of
50township fifty-one south, of range forty-one east; thence east
51on the north boundary of section thirty-one and other sections
52to the waters of the Atlantic Ocean; thence easterly to the
53eastern boundary of the State of Florida; thence northerly along
54said eastern boundary to the point of beginning. In addition,
55the boundary lines of Broward County include the following:
56Begin at the northwest corner of section thirty-five, township
57fifty-one south, range forty-two east, Dade County, Florida;
58thence, southerly following the west line of section thirty-
59five, township fifty-one south, range forty-two east to the
60intersection with a line which is two hundred and thirty feet
61south of and parallel to the north line of section thirty-five,
62township fifty-one south, range forty-two east; thence, easterly
63following the line which is two hundred and thirty feet south of
64and parallel to the north line of section thirty-five, township
65fifty-one south, range forty-two east, to the intersection with
66the west boundary line of the Town of Golden Beach; thence,
67northerly following the west boundary line of the Town of Golden
68Beach to the intersection with the north line of section thirty-
69five, township fifty-one south, range forty-two east; thence,
70westerly following the north line of section thirty-five,
71township fifty-one south, range forty-two east to the point of
72beginning.
73     Section 2.  Section 7.50, Florida Statutes, is amended to
74read:
75     7.50  Palm Beach County.--The boundary lines of Palm Beach
76County are as follows: Beginning on the east boundary of Florida
77at a point where the south boundary of township forty-seven
78south, of range forty-three east, produced easterly would
79intersect the same; thence westerly on said township line to its
80intersection with the axis or center line of the Hillsborough
81State Drainage Canal as at present located and constructed;
82thence westerly along the center line of said canal to its
83intersection with the range section line dividing ranges forty
84and sections twenty-six and thirty-five of township forty-seven
85south, range forty-one east; thence westerly on the section line
86dividing said sections twenty-six and thirty-five and other
87sections to the northwest corner of section thirty-one, of
88township forty-seven south, range forty-one east; thence south
89on the range line dividing ranges forty and forty-one, township
90forty-seven south, to the northeast corner of section twenty-
91five of township forty-seven south, range forty east, a distance
92of one hundred six feet more or less; thence due west on the
93north boundary of the sections numbered from twenty-five to
94thirty, inclusive, of townships forty-seven south, ranges
95thirty-seven to forty east, inclusive, as the same have been
96surveyed or may hereafter be surveyed by the authority of the
97Board of Trustees of the Internal Improvement Trust Fund, to the
98northwest corner of section thirty, township forty-seven south,
99range thirty-seven east; thence continuing due west to the range
100line between ranges thirty-four and thirty-five east, and the
101east boundary of Hendry County; thence north on said range line,
102concurrent with the east boundary of Hendry County, to the south
103shore of Lake Okeechobee; thence continuing north on said range
104line to the northeast corner of section thirty-six, township
105forty south, range thirty-four east; thence easterly parallel to
106and one mile north from the township line dividing townships
107forty and forty-one south to where the south boundary of section
108twenty-six, township forty south, range thirty-seven east
109intersects the normal water level on the boundary of Lake
110Okeechobee; thence east on the south boundary line of said
111section twenty-six and other sections across ranges thirty-
112seven, thirty-eight and thirty-nine, forty, forty-one and forty-
113two east, to the east line of section twenty-eight, township
114forty south, range forty-two east; thence north on said east
115section line to the north line of said section twenty-eight;
116thence east on the section line between sections twenty-two and
117twenty-seven of township forty south, range forty-two east, and
118other sections to the waters of the Atlantic Ocean; thence
119easterly to the eastern boundary of Florida; thence southward
120along the coast, including the waters of the Atlantic Ocean
121within the jurisdiction of the State of Florida, to the place of
122beginning.
123     Section 3.  All land use and zoning designations applicable
124to the lands subject to this act, with the exception of any
125overlay district, shall continue in effect until changed by the
126entity or entities with jurisdiction over those lands subsequent
127to the effective date of this act. Any change to the land use,
128zoning, or land development regulations subsequent to the
129effective date of this act shall be undertaken by the applicable
130jurisdiction pursuant to the procedures of that jurisdiction.
131All development orders, permits, and licenses in existence on
132the effective date of this act shall remain in effect and be
133permitted to continue in accordance with their terms,
134notwithstanding that the lands formerly in Palm Beach County are
135now part of Broward County.
136     Section 4.  All public roads and the public rights-of-way
137associated therewith, lying within the lands transferred from
138Palm Beach County to Broward County by this act, are transferred
139from Palm Beach County's jurisdiction to the appropriate
140jurisdiction as described and embodied in this act.
141     Section 5.  On the effective date of this act, Broward
142County shall be responsible for and embodied with all powers
143granted in chapter 125, Florida Statutes, and the Broward County
144Charter over territory transferred to Broward County under s.
1457.06, Florida Statutes, as amended by this act.
146     Section 6.  Nothing in this act shall be construed to
147affect or abrogate the rights of parties to any contracts, which
148contracts are in effect prior to the effective date of this act.
149     Section 7.  This act shall take effect upon becoming a law.
