14 On page 7, between lines 23 and 24,

16 insert:
17 Section 4. Subsection (3) of section 1009.25, Florida
18 Statutes, is amended to read:
19 1009.25 Fee exemptions.--
20 (3) At the discretion of the community college board
21 of trustees, each community college is authorized to grant
22 student fee exemptions from all fees adopted by the State
23 Board of Education and the community college board of trustees
24 for up to 1 percent of the community college's prior year
25 full-time equivalent students or 40 full-time equivalent
26 students, whichever is greater, to students who have graduated
27 from a Florida public high school and who attended a Florida
28 public high school for 3 years at each institution.

7 An act relating to community colleges; amending
8 s. 1001.64, F.S.; providing for community
9 colleges that grant baccalaureate degrees to
10 remain under the authority of the State Board
11 of Education with respect to specified
12 responsibilities; providing that the board of
13 trustees is the governing board for purposes of
14 granting baccalaureate degrees; providing
15 powers of the boards of trustees, including the
16 power to establish tuition and out-of-state
17 fees; providing restrictions; requiring
18 policies relating to minimum faculty teaching
19 hours per week; amending s. 1007.33, F.S.;
20 authorizing a community college to develop
21 proposals to deliver baccalaureate degree
22 programs in math and science which would
23 prepare graduates to enter certain professions;
24 removing a requirement that proposals for a
25 baccalaureate degree program be submitted to
26 the Council for Education Policy Research and
27 Improvement for review and comment; providing
28 requirements for the delivery of specified
29 baccalaureate degree programs by a regionally
30 accredited college or university at a community
31 college site; requiring notification to
