11  The Committee on Governmental Operations (Posey) recommended
12  the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 15, line 20 through line 23, delete those lines
16  
17  and insert:  
18         Section 8.  Subsection (1) and paragraph (c) of
19  subsection (2) of section 120.569, Florida Statutes, are
20  amended to read:
21         120.569  Decisions which affect substantial
22  interests.--
23         (1)  The provisions of this section apply in all
24  proceedings in which the substantial interests of a party are
25  determined by an agency, unless the parties are proceeding
26  under s. 120.573 or s. 120.574. Unless waived by all parties,
27  s. 120.57(1) applies whenever the proceeding involves a
28  disputed issue of material fact.  Unless otherwise agreed, s.
29  120.57(2) applies in all other cases. If a disputed issue of
30  material fact arises during a proceeding under s. 120.57(2),
31  unless waived by all parties, the proceeding under s.

Parties shall be notified of any 3 order, including a final order. Unless waived, a copy of the 4 order shall be delivered or mailed to each party or the 5 party's attorney of record at the address of record.
