  1                         Senate Memorial

  2         A memorial to the Congress of the United

  3         States, urging Congress to authorize

  4         improvements to bring the Herbert Hoover Dike

  5         into compliance with current levee protection

  6         safety standards and to authorize funding to

  7         expedite the improvements.

  8  

  9         WHEREAS, Lake Okeechobee was impacted by four

10  hurricanes during the 2004 and 2005 hurricane seasons, and

11         WHEREAS, subsequently, at the request of local

12  community leaders, the South Florida Water Management District

13  Governing Board implemented an independent report on the

14  Herbert Hoover Dike surrounding Lake Okeechobee, and

15         WHEREAS, the report found that the dike does not meet

16  current levee protection safety standards, which constitutes a

17  failure of the structure, and

18         WHEREAS, the failure of the structure poses a clear and

19  imminent threat of catastrophic proportion to the communities

20  surrounding Lake Okeechobee, and

21         WHEREAS, the dike was not built to current levee

22  engineering standards and is therefore not authorized by

23  Congress to be brought into compliance to such standards, NOW,

24  THEREFORE,

26  Be It Resolved by the Legislature of the State of Florida:

27  

28         That the Congress of the United States is requested to

29  authorize improvements to bring the Herbert Hoover Dike into

30  compliance with current levee protection safety standards by

31  2014 and to authorize funding to expedite the improvements.

 2  dispatched to the President of the United States, to the

 3  President of the United States Senate, to the Speaker of the
