  1                      A bill to be entitled

  2         An act relating to reports of the Florida

  3         Energy Commission; amending s. 377.901, F.S.;

  4         extending the deadline for filing the initial

  5         report; authorizing the commission to make

  6         recommendations regarding related economic,

  7         energy, and environmental benefits; providing

  8         an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

11  

12         Section 1.  Subsection (6) of section 377.901, Florida

13  Statutes, is amended to read:

14         377.901  Florida Energy Commission.--

15         (6)(a)  The commission shall report by December 31 of

16  each year to the President of the Senate and the Speaker of

17  the House of Representatives on its progress and

18  recommendations, including draft legislation.

19         (b)  The commission's initial report must be filed by

20  February 1, 2008 December 31, 2007, and must identify

21  incentives for research, development, or deployment projects

22  involving the goals and issues set forth in this section; set

23  forth policy recommendations for conservation of all forms of

24  energy; and set forth a plan of action, together with a

25  timetable, for addressing additional issues.

26         (c)  The commission's initial report shall also

27  recommend consensus-based public-involvement processes that

28  evaluate greenhouse gas emissions in this state and the

29  commission shall make recommendations regarding related

30  economic, energy, and environmental benefits.

 1         (d)  The report must include recommended steps and a

 2  schedule for the development of a comprehensive state climate

 3  action plan with greenhouse gas reduction through a

 4  public-involvement process, including transportation and land

 5  use; power generation; residential, commercial, and industrial

 6  activities; waste management; agriculture and forestry;

 7  emissions-reporting systems; and public education.

 8         Section 2.  This act shall take effect upon becoming a

 9  law.
