11  The Committee on Transportation and Economic Development
12  Appropriations (Diaz de la Portilla) recommended the following
13  amendment to amendment (535182):

15         Senate Amendment (with title amendment) 
16         On page 1, line 19, through
17            page 2, line 1, delete those lines
18  
19  and insert:  
20         Section 1.  (1)  Before eliminating gravel or stone
21  roofing systems in the Florida Building Code, the Florida
22  Building Commission shall determine and document:
23         (a)  Whether there is a scientific basis or reason for
24  eliminating this option;
25         (b)  Whether there is an available alternative that is
26  equivalent in cost and durability;
27         (c)  Whether eliminating this option will unnecessarily
28  restrict or eliminate business or consumer choice in roofing
29  systems; and
30         (d)  In consultation with the Fish and Wildlife
31  Conservation Commission, whether eliminating this option will

 1  negatively affect the nesting habitat of any species of
 2  nesting bird.
 3         (2)  Notwithstanding s. 553.73, Florida Statutes, the
 4  Florida Building Commission may adopt provisions to preserve
 5  the use of gravel roof systems in future editions of the
 6  Florida Building Code, if necessary to address the
 7  determination of the issues addressed in this section.

 9  (Redesignate subsequent sections.)
