A bill to be entitled
2An act relating to teacher preparation programs; amending
3s. 1004.04, F.S.; specifying uniform core curricula for
4persons majoring in education to be adopted by State Board
5of Education rule; providing applicability; providing an
6effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Paragraph (b) of subsection (2) of section
111004.04, Florida Statutes, is amended to read:
12     1004.04  Public accountability and state approval for
13teacher preparation programs.--
14     (2)  UNIFORM CORE CURRICULA.--
15     (b)  The rules establishing to establish uniform core
16curricula for each state-approved teacher preparation program
17must include, but are not limited to, the following courses and
18semester credit hours or credit-hour equivalents:
19     1.  General education requirements for education majors:
20     a.  Twelve semester hours in English to include writing,
21literature, and speech.
22     b.  Nine semester hours in science to include earth
23science, life science, and physical science with a minimum of
24one associated laboratory.
25     c.  Nine semester hours in mathematics to include college
26algebra or above and college geometry.
27     d.  Twelve semester hours in social sciences to include
28American history and general psychology.
29     e.  Six semester hours in humanities to include philosophy
30and fine arts.
31     2.  Professional preparation requirements for education
32majors:
33     a.  Twelve semester hours in reading for elementary
34education majors.
35     b.  Three semester hours in reading for secondary education
36majors.
37     c.  Three semester hours in classroom management, school
38safety, professional ethics, and educational law.
39     d.  Three semester hours in human development and learning.
40     e.  Three semester hours in assessment to include
41understanding of the content measured in state achievement
42tests.
43     f.  At least 10 weeks in full-time field-based experience.
44     g.  Competency in the twelve educator-accomplished
45practices.
46     h.  Instruction and competency demonstration in strategies
47for different learning styles and exceptionalities, for
48assessment of student learning, for use of technology, and for
49teaching ESOL students which strategies meet the requirements of
50the Consent Decree.
51     i.  Passing all required Florida Teacher Certification
52Examinations.

54Such rules shall apply to all students who enroll in state-
55approved teacher preparation programs at the freshman level
56beginning July 1, 2007 a State Board of Education identified
57foundation in scientifically researched, knowledge-based reading
58literacy and computational skills acquisition; classroom
59management; school safety; professional ethics; educational law;
60human development and learning; and understanding of the
61Sunshine State Standards content measured by state achievement
62tests, reading and interpretation of data, and use of data to
63improve student achievement.
64     Section 2.  This act shall take effect July 1, 2007.
