4     Substitute Amendment for Amendment (339089) (with title
5amendment)
6Remove line(s) 250-264 and insert:
7     Section 2.  Beginning with the 2007-2008 fiscal year, a
8district's expenditure of funds from the guaranteed allocation
9for students in grades 9 through 12 who are gifted may not be
10greater than the amount expended during the 2006-2007 fiscal
11year for gifted students in grades 9 through 12.
12     Section 3.  Gifted Student Education.--
13     (1)  The Office of Program Policy Analysis and Government
14Accountability shall conduct a study of gifted services and
15programming provided to public school students in grades
16Kindergarten through 12. This study shall:
17     (a)  Survey each school district to identify:
18     1.  The methods used to identify gifted students, e.g.,
19screenings of the general population, referral-based
20intelligence quotient testing, or other methods, and the grade
21level and number of schools in which each method is implemented.
22     2.  The number of gifted students identified under each of
23the methods specified under subparagraph 1. during the 2005-2006
24and 2006-2007 school years.
25     3.  Whether the district implements a plan under Rule 6A-
266.03019(2)(b), F.A.C., to increase the participation of students
27from under-represented groups in gifted programming and the
28number of students by grade level who were identified as gifted
29under such a plan in the 2005-2006 and 2006-2007 school years.
30     4.  The types of services and programming provided to
31gifted students according to grade level, the number of schools
32in which such services and programming are offered, and the
33number of students by grade level who received such services and
34programming during the 2005-2006 and 2006-2007 school years.
35Services and programming identified for high school students
36shall be limited to core courses coded with state course code
37numbers identifying the courses as honors or gifted.
38     5.  The amount of the guaranteed allocation expended by the
39district during the 2005-2006 and 2006-2007 school years for
40gifted services and programming according to each grade level
41and school within the district.
42     (b)  Assess the advantages and disadvantages of current
43Florida law that classifies gifted students as exceptional
44students.
45     (c)  Evaluate the gifted eligibility criteria set forth in
46Rule 6A-6.03019, F.A.C., and in school district plans under
47paragraph (2)(b) of that rule, and determine the effect of
48applying such criteria on the racial and ethnic diversity of
49gifted programming and services.
50     (d)  Review other states' practices for identifying gifted
51students and for providing and funding gifted services and
52programming.
53     (e)  Examine peer-reviewed literature concerning best
54practices for serving gifted and otherwise academically talented
55students.
56     (2)  A final report of the study shall be submitted to the
57President of the Senate, the Speaker of the House of
58Representatives, and the Commissioner of Education by December
591, 2007. The final report shall include, but is not limited to:
60a summary, discussion, and evaluation of the findings under
61subsection (1); recommendations for the improvement of gifted
62identification practices and services and programming provided
63to students in grades Kindergarten through 12 who are gifted and
64otherwise academically talented; and proposed statutory changes
65to implement the report's recommendations.
