A bill to be entitled

An act relating to net metering; creating s. 366.925,

3

F.S.; providing a short title; requiring the Public

4

Service Commission to develop and adopt rules requiring a

5

public utility to provide a net metering program;

6

requiring a utility to give a customer credit for

7

generating electricity with renewable energy systems;

8

prohibiting the availability of net metering as a part of

9

conjunctive billing of multiple points for a customer or

10

group of customers; requiring the commission to develop

11

and adopt rules implementing the requirements and

12

standards with which renewable energy systems must comply;

13

providing an effective date.

Be It Enacted by the Legislature of the State of Florida:

     Section 1.  Section 366.925, Florida Statutes, is created to

18

read:

19

     366.925 Electric utilities; net metering.--

20

     (1) This section may be cited as the "Florida Net Metering

21

Conservation Act."

     (2) The commission shall develop and adopt rules requiring

23

a public utility to provide a net metering program that complies

24

with the requirements of this subsection. A utility shall provide

25

meters that measure a customer's energy production and

26

consumption. The customer shall receive a credit at the full

27

retail rate for energy generated by an eligible system and

28

consumed by the customer behind the meter. If the customer's

29

system or systems behind the meter generate more energy than the

30

customer consumes behind the meter during a billing cycle, the

31

utility shall pay the customer for the excess generation at its

32

full avoided cost, as provided in s. 366.051. Net metering is

33

available only at a single metering point and is not available as

34

a part of conjunctive billing of multiple points for a customer

35

or group of customers.

     (3) The commission shall develop and adopt rules to

37

implement the requirements and standards for interconnection with

38

which renewable energy systems must comply to ensure the public

39

safety and reliability for customers who participate in the net

40

metering program.

     Section 2.  This act shall take effect upon becoming a law.
