Senate Memorial

2

A memorial to the Congress of the United States, urging

3

Congress to adopt legislation that would provide for a

4

rotating regional presidential primary system.

5

6

WHEREAS, the current method by which presidential nominees

7

are selected in the United States does not allow every state an

8

opportunity to participate meaningfully in the process of

9

selecting presidential candidates, and

10

WHEREAS, a regional presidential primary system would end

11

the current practice of states attempting to "front load" the

12

presidential primary calendar, and

13

WHEREAS, a plan providing for rotating regional presidential

14

primaries would allow the selection of national convention

15

delegates to be grouped by region beginning in 2012, and

16

WHEREAS, the order in which regional primaries would be

17

conducted could be rotated among the regions, with the region

18

conducting the first primary in 2012 conducting the last primary

19

in 2016, and the region conducting the second primary in 2012

20

conducting the first primary in 2016, NOW, THEREFORE,

21

22

Be It Resolved by the Legislature of the State of Florida:

23

24

That the Congress of the United States is requested to

25

provide for a rotating regional presidential primary system to

26

begin in 2012.

27

BE IT FURTHER RESOLVED that copies of this memorial be

28

dispatched to the President of the United States, to the

29

President of the United States Senate, to the Speaker of the

30

United States House of Representatives, and to each member of the

31

Florida delegation to the United States Congress.
