Senate Memorial

A memorial to the Congress of the United States, urging

3

Congress to pass legislation that exempts from taxation

4

all reserves placed in escrow for the exclusive use of

5

paying potential future property insurance claims arising

6

out of natural catastrophes.

     WHEREAS, numerous severe hurricanes have caused widespread

9

property damage in Florida during the past 3 years, and

10

     WHEREAS, the consequences of those devastating storms

11

include a crisis in the insurance industry and a resulting

12

inability to reimburse homeowners for their losses, and

13

     WHEREAS, this state is not only one of the fastest-growing

14

in the nation but is also the premier tourist destination for

15

travelers from other regions of the United States, and

16

     WHEREAS, the State Legislature has taken drastic steps to

17

shore up the faltering finances of hard-hit homeowners and

18

insurance companies, but is in need of further assistance in

19

promoting economic recovery, NOW, THEREFORE,

Be It Resolved by the Legislature of the State of Florida:

22

     That the Congress of the United States is requested to enact

24

legislation that exempts from taxation all reserves that

25

insurance companies or governmental entities place in escrow in a

26

national catastrophe fund to be used exclusively for paying

27

future property-insurance claims arising out of natural

28

catastrophes.

     BE IT FURTHER RESOLVED that copies of this memorial be

30

dispatched to the President of the United States, to the

31

President of the United States Senate, to the Speaker of the

32

United States House of Representatives, and to each member of the

33

Florida delegation to the United States Congress.
