Personal Care Attendant Program [SPCC]; Requires the Florida Endowment Foundation for Vocational Rehabilitation to enter into an agreement by a certain date with the Florida Association of Centers for Independent Living to administer a program to provide personal care attendants to persons who have severe and chronic disabilities. Names the program the "James Patrick Memorial Work Incentive Personal Attendant Services Program." Revises eligibility requirements for participation, etc.
