A bill to be entitled
2An act relating to state government websites; amending s.
314.204, F.S.; expanding duties of the Agency for
4Enterprise Information Technology to include strategies
5for providing information on the state Internet portal in
6English and Spanish, at a minimum, by a time certain and
7strategies and timeframes for phasing in deployment of
8information on state government websites in English and
9Spanish, at a minimum; amending s. 282.102, F.S.;
10requiring information provided on the state Internet
11portal to be provided in English and Spanish, at a
12minimum, by a date certain; creating s. 282.1025, F.S.;
13requiring information deployed by an agency on a state
14government website to be provided in English and Spanish,
15at a minimum, by a date certain; providing an effective
16date.

18Be It Enacted by the Legislature of the State of Florida:

20     Section 1.  Paragraphs (a) and (f) of subsection (2) of
21section 14.204, Florida Statutes, are amended to read:
22     14.204  Agency for Enterprise Information Technology.--The
23Agency for Enterprise Information Technology is created within
24the Executive Office of the Governor. The head of the agency
25shall be the Governor and Cabinet, which shall take action by
26majority vote consisting of at least three affirmative votes
27with the Governor on the prevailing side. The agency shall be a
28separate budget entity that is not subject to control,
29supervision, or direction by the Executive Office of the
30Governor in any manner, including, but not limited to,
31purchasing, transactions involving real or personal property,
32personnel, or budgetary matters.
33     (2)  The agency shall have the following duties and
34responsibilities:
35     (a)  Develop and implement strategies for the design,
36delivery, and management of the enterprise information
37technology services established in law, including, but not
38limited to, strategies for providing information on the state
39Internet portal in English and Spanish, at a minimum, by October
401, 2010, and strategies and timeframes for phasing in the
41deployment of information on all state agency government
42websites in English and Spanish, at a minimum.
43     (f)  Develop and publish a strategic enterprise information
44technology plan that identifies and recommends strategies for
45how enterprise information technology will deliver effective and
46efficient government services to state residents and improve the
47operations of state agencies, including, but not limited to,
48strategies, timeframes, and required funding for implementing
49the deployment of information to businesses and individuals in
50English and Spanish, at a minimum, as described in paragraph
51(a).
52     Section 2.  Subsections (9) through (14) of section
53282.102, Florida Statutes, are renumbered as subsections (10)
54through (15), respectively, and a new subsection (9) is added to
55that section to read:
56     282.102  Powers and duties.--The Department of Management
57Services shall have the following powers, duties, and functions:
58     (9)  Contingent upon funding, the department shall maintain
59the state Internet portal that is the primary single website
60designed to provide general information about state government
61and electronically redirect inquiries to other state government
62websites and shall, no later than October 1, 2010, deploy the
63information on the portal in English and Spanish, at a minimum.
64     Section 3.  Section 282.1025, Florida Statutes, is created
65to read:
66     282.1025  Deploying government products, services, and
67information on state government website; agency
68requirements.--Notwithstanding any law to the contrary, no later
69than October 1, 2015, an agency deploying information to
70individuals and businesses on a state government website shall
71provide the information in English and Spanish, at a minimum.
72     Section 4.  This act shall take effect October 1, 2008.
