State Lands [EPSC]; Authorizes the use of moneys in the Internal Improvement Trust Fund for the protection and restoration of water resources. Provides rulemaking authority to the Board of Trustees of the Internal Improvement Trust Fund with respect to the uses of sovereignty submerged lands. Defines lease types. Provides for fees and lease rates. Details minimum compliance standards. Provides for a report and for the assessment of fines, etc.
