Electronic Health Records; Expands access to patient's health records in order to facilitate exchange of data between certain health care facility personnel, practitioners, & providers & attending physicians; eliminates access to patient's health records by State Long-Term Care Ombudsman Council & local long-term care ombudsman councils; creates "Florida Electronic Health Records Exchange Act," etc.
