       The Committee on Community Affairs (Bennett) recommended the
       following:
       
    1         Senate Amendment to Amendment (317306) (with title
    2  amendment)
    3  
    4         Between lines 1491 and 1492
    5  insert:
    6  Section 9. Section 163.31802, Florida Statutes, is created to
    7  read:
    8         163.31802Prohibited standards for security.—A county,
    9  municipality, or other local government entity may not adopt or
   10  maintain in effect an ordinance or rule that establishes
   11  standards for security devices which require a lawful business
   12  to expend funds to enhance the services or functions provided by
   13  local government unless provided by general law.

   16         And the title is amended as follows:
   17         Delete line 1570
   18  and insert:
   19  use by a specified date; creating s. 163.31802, F.S.;
   20  prohibiting local governments from establishing standards for
   21  security devices that require businesses to enhance certain
   22  functions or services provided by local government; providing an
   23  exception; providing an effective date.
