       The Committee on Community Affairs (Wise) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 548 - 572
    4  and insert:
    5         be calculated, for the determination of significantly
    6  affected roadways, based upon the cumulative number of trips
    7  from the previously approved stage or phase of development and
    8  the proposed new stage or phase of development expected to reach
    9  roadways during the peak hour at from the complete buildout of a
   10  stage or phase being approved, divided by two to reflect that
   11  each off-site trip represents a trip generated by another
   12  development, multiplied by the construction cost at the time of
   13  the developer payment, the product of which is divided by the
   14  change in the peak hour maximum service volume of the roadways
   15  resulting from the construction of an improvement necessary to
   16  maintain the adopted or existing level of service, whichever has
   17  the greater maximum service volume multiplied by the
   18  construction cost, at the time of developer payment, of the
   19  improvement necessary to maintain the adopted level of service.
   20  For purposes of this subparagraph subsection, the term
   21  "construction cost" includes all associated costs of the
   22  improvement.
