       The Committee on Commerce (Detert) recommended the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 639 - 641
    4  and insert:
    5         (d)1.All certified applicants must place unexpended state
    6  funds received pursuant to s. 212.20(6)(d)7.b. in a trust fund
    7  for use only as authorized in this section.
    8         2. A certified applicant may ask the Department of Revenue
    9  to suspend further distributions of the state funds made
   10  available under s.212.20(6)(d)7.b. for 12 months after the
   11  expiration of an existing agreement with a spring training
   12  baseball franchise to provide time for the certified applicant
   13  to enter into a new agreement with a spring training baseball
   14  franchise, at which point the distributions shall resume.
   15         3. Expenditure of state funds distributed to an applicant
   16  certified prior to July 1, 2009, must begin within 48 months of
   17  the initial receipt of the state funds. Additionally,
   18  construction of, or capital improvements to, a spring training
   19  facility must be completed within 24 months of the project's
   20  commencement.
   21
