3     Amendment (with title amendment)
4     Between lines 326 and 327, insert:
5     Section 6.  Subsections (9), (10), and (13) of section
6201.15, Florida Statutes, are amended to read:
7     201.15  Distribution of taxes collected.--All taxes
8collected under this chapter are subject to the service charge
9imposed in s. 215.20(1). Prior to distribution under this
10section, the Department of Revenue shall deduct amounts
11necessary to pay the costs of the collection and enforcement of
12the tax levied by this chapter. Such costs and the service
13charge may not be levied against any portion of taxes pledged to
14debt service on bonds to the extent that the costs and service
15charge are required to pay any amounts relating to the bonds.
16All taxes remaining after deduction of costs and the service
17charge shall be distributed as follows:
18     (9)  Seven and fifty-three hundredths The lesser of 7.53
19percent of the remaining taxes collected under this chapter or
20$107 million in each fiscal year shall be paid into the State
21Treasury to the credit of the State Housing Trust Fund and shall
22be used as follows:
23     (a)  Half of that amount shall be used for the purposes for
24which the State Housing Trust Fund was created and exists by
25law.
26     (b)  Half of that amount shall be paid into the State
27Treasury to the credit of the Local Government Housing Trust
28Fund and shall be used for the purposes for which the Local
29Government Housing Trust Fund was created and exists by law.
30     (10)  Eight and sixty-six hundredths The lesser of 8.66
31percent of the remaining taxes collected under this chapter or
32$136 million in each fiscal year shall be paid into the State
33Treasury to the credit of the State Housing Trust Fund and shall
34be used as follows:
35     (a)  Twelve and one-half percent of that amount shall be
36deposited into the State Housing Trust Fund and be expended by
37the Department of Community Affairs and by the Florida Housing
38Finance Corporation for the purposes for which the State Housing
39Trust Fund was created and exists by law.
40     (b)  Eighty-seven and one-half percent of that amount shall
41be distributed to the Local Government Housing Trust Fund and
42shall be used for the purposes for which the Local Government
43Housing Trust Fund was created and exists by law. Funds from
44this category may also be used to provide for state and local
45services to assist the homeless.
46     (13)  Beginning July 1, 2009 2008, in each fiscal year that
47the remaining taxes collected under this chapter exceed
48collections in the prior fiscal year, the stated maximum dollar
49amounts provided in subsections (2), (4), (6), and (7), (9), and
50(10) shall each be increased by an amount equal to 10 percent of
51the increase in the remaining taxes collected under this chapter
52multiplied by the applicable percentage provided in those
53subsections.
