Environmental Control [EPSC]; Directs the DEP to develop a plan for the implementation of an expedited permitting process for nuclear power plants. Directs the DEP to develop a plan for the implementation of an offshore drilling program. Provides requirements for the plans. Requires the plans to be submitted to the Legislature by a specified date.
