       The Committee on Transportation (Siplin) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Paragraphs (qqq) and (rrr) are added to
    6  subsection (4) of section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (qqq)Go Green Florida license plate, $25.
   11         (rrr)Children First license plate, $25.
   12         Section 2. Subsections (69) and (70) are added to section
   13  320.08058, Florida Statutes, to read:
   14         320.08058 Specialty license plates.—
   15         (69)GO GREEN FLORIDA LICENSE PLATES.—
   16         (a)The department shall develop a Go Green Florida license
   17  plate as provided in this section. The plate must bear the
   18  colors and design approved by the department. The word “Florida”
   19  must appear at the top of the plate, and the words “Go Green
   20  Florida” must appear at the bottom of the plate. The Go Green
   21  Florida emblem or logo must appear on the plate.
   22         (b)The requirements of s. 320.08053 must be met before the
   23  issuance of the plate.
   24         (c) The proceeds from the sale of the plate shall be
   25  distributed to the Coalition for Renewable Energy Solutions,
   26  Inc. After reimbursement for documented costs expended to
   27  establish the plates and for annual auditing costs, the
   28  coalition shall use the proceeds of the annual use fees in the
   29  following manner:
   30         1. A maximum of 5 percent shall be used for administrative
   31  costs directly associated with the management and distribution
   32  of the proceeds.
   33         2.A maximum of 25 percent shall be used for the continuing
   34  statewide promotion and marketing of the plate.
   35         3.Seventy percent shall be used to fund the Renewable
   36  Energy and Energy Efficient Technology Grants program pursuant
   37  to s. 377.804, the Solar Energy System Incentives program
   38  pursuant to s. 377.806, under the Florida Energy and Climate
   39  Commission, or other educational programs dedicated to providing
   40  effective alternative energy practices.
   41         (d)The coalition shall comply with the financial audit
   42  requirements of s. 320.08062.
   43         (e)The Go Green Florida emblem or logo may be used as a
   44  decal by the department in recognition of energy-efficient
   45  vehicle usage and practices. However, the display of the decal
   46  is not a substitute for a license plate.
   47         (70)CHILDREN FIRST LICENSE PLATES.—
   48         (a)The department shall develop a Children First license
   49  plate as provided in this section. The plate must bear the
   50  colors and design approved by the department. The word “Florida”
   51  must appear at the top of the plate and the words “Children
   52  First” must appear at the bottom of the plate.
   53         (b)The annual use fees shall be distributed to Children
   54  First Florida, Inc., which shall retain all proceeds until the
   55  startup costs to develop and establish the plates have been
   56  recovered. Thereafter, the proceeds shall be used as follows:
   57         1.A maximum of 15 percent of the proceeds may be used to
   58  administer the license plate program and for direct
   59  administrative costs associated with the operations of Children
   60  First Florida, Inc.
   61         2.A maximum of 10 percent of the proceeds may be used to
   62  promote and market the license plates.
   63         3.The remaining fees shall be used by Children First
   64  Florida, Inc., to fund public schools in this state, including
   65  teacher salaries.
   66         Section 3. This act shall take effect October 1, 2009.

   72         An act relating to license plates; amending ss.
   73         320.08056 and 320.08058, F.S.; creating a Go Green
   74         Florida license plate and Children First license
   75         plate; establishing an annual fee for the plates;
   76         providing for the distribution of use fees received
   77         from the annual sale of such plates; providing an
   78         effective date.
