6     (a)  A future land use plan element designating proposed
7future general distribution, location, and extent of the uses of
8land for residential uses, commercial uses, industry,
9agriculture, recreation, conservation, education, public
10buildings and grounds, other public facilities, and other
11categories of the public and private uses of land. Counties are
12encouraged to designate rural land stewardship areas, pursuant
13to the provisions of paragraph (11)(d), as overlays on the
14future land use map. Each future land use category must be
15defined in terms of uses included, and must include standards to
16be followed in the control and distribution of population
17densities and building and structure intensities. The proposed
18distribution, location, and extent of the various categories of
19land use shall be shown on a land use map or map series which
20shall be supplemented by goals, policies, and measurable
21objectives. The future land use plan shall be based upon
22surveys, studies, and data regarding the area, including the
23amount of land required to accommodate anticipated growth; the
24projected population of the area; the character of undeveloped
25land; the availability of water supplies, public facilities, and
26services; the need for redevelopment, including the renewal of
27blighted areas and the elimination of nonconforming uses which
28are inconsistent with the character of the community; the
29compatibility of uses on lands adjacent to or closely proximate
30to military installations; the discouragement of urban sprawl;
31energy-efficient land use patterns accounting for existing and
32future electric power generation and transmission systems;
33greenhouse gas reduction strategies; and, in rural communities,
34the need for job creation, capital investment, and economic
35development that will strengthen and diversify the community's
36economy. The future land use plan may designate areas for future
37planned development use involving combinations of types of uses
38for which special regulations may be necessary to ensure
39development in accord with the principles and standards of the
40comprehensive plan and this act. The future land use plan
41element shall include criteria to be used to achieve the
42compatibility of adjacent or closely proximate lands with
43military installations. In addition, for rural communities, the
44amount of land designated for future planned industrial use
45shall be based upon surveys and studies that reflect the need
46for job creation, capital investment, and the necessity to
47strengthen and diversify the local economies, and shall not be
48limited solely by the projected population of the rural
49community.  For communities designated as rural areas of
50critical economic concern pursuant to s. 288.0656, the amount of
51land designated for future planned industrial, residential,
52commercial, or other land use shall be based upon surveys and
53studies that reflect the need for job creation, capital
54investment, and the necessity to strengthen and diversify the
55local economies, and shall not be limited by the projected
56population of the rural area of critical economic concern. The
57future land use plan of a county may also designate areas for
58possible future municipal incorporation. The land use maps or
59map series shall generally identify and depict historic district
60boundaries and shall designate historically significant
61properties meriting protection. For coastal counties, the future
62land use element must include, without limitation, regulatory
63incentives and criteria that encourage the preservation of
64recreational and commercial working waterfronts as defined in s.
65342.07.  The future land use element must clearly identify the
66land use categories in which public schools are an allowable
67use. When delineating the land use categories in which public
68schools are an allowable use, a local government shall include
69in the categories sufficient land proximate to residential
70development to meet the projected needs for schools in
71coordination with public school boards and may establish
72differing criteria for schools of different type or size. Each
73local government shall include lands contiguous to existing
74school sites, to the maximum extent possible, within the land
75use categories in which public schools are an allowable use. The
76failure by a local government to comply with these school siting
77requirements will result in the prohibition of the local
78government's ability to amend the local comprehensive plan,
79except for plan amendments described in s. 163.3187(1)(b), until
80the school siting requirements are met. Amendments proposed by a
81local government for purposes of identifying the land use
82categories in which public schools are an allowable use are
83exempt from the limitation on the frequency of plan amendments
84contained in s. 163.3187.  The future land use element shall
85include criteria that encourage the location of schools
86proximate to urban residential areas to the extent possible and
87shall require that the local government seek to collocate public
88facilities, such as parks, libraries, and community centers,
89with schools to the extent possible and to encourage the use of
90elementary schools as focal points for neighborhoods. For
91schools serving predominantly rural counties, defined as a
92county with a population of 100,000 or fewer, an agricultural
93land use category shall be eligible for the location of public
94school facilities if the local comprehensive plan contains
95school siting criteria and the location is consistent with such
96criteria. Local governments required to update or amend their
97comprehensive plan to include criteria and address compatibility
98of adjacent or closely proximate lands with existing military
99installations in their future land use plan element shall
100transmit the update or amendment to the department by June 30,
1012006.
