       Senator Bennett moved the following:
       
    1         Senate Amendment 
    2  
    3         Delete lines 171 - 187
    4  and insert:
    5         transmission systems; greenhouse gas reduction strategies;
    6  and, in rural communities, the need for job creation, capital
    7  investment, and economic development that will strengthen and
    8  diversify the community’s economy. The future land use plan may
    9  designate areas for future planned development use involving
   10  combinations of types of uses for which special regulations may
   11  be necessary to ensure development in accord with the principles
   12  and standards of the comprehensive plan and this act. The future
   13  land use plan element shall include criteria to be used to
   14  achieve the compatibility of adjacent or closely proximate lands
   15  with military installations. In addition, for rural communities,
   16  rural areas and counties designated as a rural area of critical
   17  economic concern pursuant to s. 288.0656, the amount of land
   18  designated for future planned land industrial use shall be based
   19  upon surveys and studies that reflect the need for job creation,
   20  capital investment, and the necessity to strengthen and
   21  diversify the local economies, and shall not be limited solely
   22  by the projected population or current economy of the rural
   23  community, rural area, or rural area of critical economic
