       The Committee on Transportation (Joyner) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Subsection (9) of section 320.03, Florida
    6  Statutes, is amended to read:
    7         320.03 Registration; duties of tax collectors;
    8  International Registration Plan.—
    9         (9) A nonrefundable fee of $3 $1.50 shall be charged on the
   10  initial and renewal registration of each automobile for private
   11  use, and on the initial and renewal registration of each truck
   12  having a net weight of 5,000 pounds or less. Such fees shall be
   13  deposited in the Transportation Disadvantaged Trust Fund created
   14  in part I of chapter 427 and shall be used as provided therein,
   15  except that priority shall be given to the transportation needs
   16  of those who, because of age or physical and mental disability,
   17  are unable to transport themselves and are dependent upon others
   18  to obtain access to health care, employment, education,
   19  shopping, or other life-sustaining activities.
   20         Section 2. This act shall take effect October 1, 2009.

   23         And the title is amended as follows:
   24         Delete everything before the enacting clause
   25  and insert:
   26                        A bill to be entitled                      
   27         An act relating to the Department of Transportation;
   28         amending s. 320.03, F.S.; revising a fee charged for
   29         the initial and renewal registration of certain
   30         automobiles and trucks and deposited into the
   31         Transportation Disadvantaged Trust Fund; providing an
   32         effective date.
