       The Committee on Community Affairs (Gardiner) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 385 and 386
    4  insert:
    5         Section 9. Subsections (1) and (4) of section 339.2818,
    6  Florida Statutes, are amended to read:
    7         339.2818 Small County Outreach Program.—
    8         (1) There is created within the Department of
    9  Transportation the Small County Outreach Program. The purpose of
   10  this program is to assist small county governments in repairing
   11  or rehabilitating county bridges, paving unpaved roads,
   12  addressing road-related drainage improvements, resurfacing or
   13  reconstructing county roads or in constructing capacity or
   14  safety improvements to county roads.
   15         (4)(a) Small counties shall be eligible to compete for
   16  funds that have been designated for the Small County Outreach
   17  Program for projects on county roads. The department shall fund
   18  75 percent of the cost of projects on county roads funded under
   19  the program.
   20         (b) In determining a county’s eligibility for assistance
   21  under this program, the department may consider whether the
   22  county has attempted to keep county roads in satisfactory
   23  condition which may be evidenced through an established pavement
   24  management plan.
   25         (c) The following criteria shall be used to prioritize road
   26  projects for funding under the program:
   27         1. The primary criterion is the physical condition of the
   28  road as measured by the department or evidenced to the
   29  department through an established pavement management plan.
   30         2. As secondary criteria the department may consider:
   31         a. Whether a road is used as an evacuation route.
   32         b. Whether a road has high levels of agricultural travel.
   33         c. Whether a road is considered a major arterial route.
   34         d. Whether a road is considered a feeder road.
   35         e. Other criteria related to the impact of a project on the
   36  public road system or on the state or local economy as
   37  determined by the department.

   40         And the title is amended as follows:
   41         Between lines 35 and 36
   42  insert:
   43         amending s. 339.2818, F.S., relating to the Small County
   44  Outreach Program; revising the purpose of the program to include
   45  certain program types; revising eligibility and prioritization
   46  criteria;
