       The Committee on General Government Appropriations (Dean)
       recommended the following:
       
    1         Senate Amendment to Amendment (484100) 
    2  
    3         Delete lines 127 - 141
    4  and insert:
    5         impaired by nutrients pursuant to s. 403.067, shall, at a
    6  minimum, adopt the department’s Model Ordinance for Florida
    7  Friendly Fertilizer Use on Urban Landscapes. A local government
    8  may adopt additional or more stringent standards than the model
    9  ordinance if the following criteria are met:
   10         a.The local government has demonstrated, as part of a
   11  comprehensive program to address nonpoint sources of nutrient
   12  pollution which is science-based, and economically and
   13  technically feasible, that additional or more stringent
   14  standards to the model ordinance are necessary to adequately
   15  address urban fertilizer contributions to nonpoint source
   16  nutrient loading to a water body.
   17         b.The local government has documented its consideration of
   18  all relevant scientific information including input from the
   19  department, the institute, and the Department of Agriculture and
   20  Consumer
