       Senator Siplin moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 135 and 136
    4  insert:
    5         Section 3. Paragraph (sss)is added to subsection (4) of
    6  section 320.08056, Florida Statutes, to read:
    7         320.08056 Specialty license plates.—
    8         (4) The following license plate annual use fees shall be
    9  collected for the appropriate specialty license plates:
   10         (sss)Children First license plate, $25.
   11         Section 4. Subsection (71) is added to section 320.08058,
   12  Florida Statutes, to read:
   13         320.08058 Specialty license plates.—
   14         (71)CHILDREN FIRST LICENSE PLATES.—
   15         (a)The department shall develop a Children First license
   16  plate as provided in this section. The plate must bear the
   17  colors and design approved by the department. The word “Florida”
   18  must appear at the top of the plate and the words “Children
   19  First” must appear at the bottom of the plate.
   20         (b)The annual use fees shall be distributed to Children
   21  First Florida, Inc., which shall retain all proceeds until the
   22  startup costs to develop and establish the plates have been
   23  recovered. Thereafter, the proceeds shall be used as follows:
   24         1.A maximum of 15 percent of the proceeds may be used to
   25  administer the license plate program and for direct
   26  administrative costs associated with the operations of Children
   27  First Florida, Inc.
   28         2.A maximum of 10 percent of the proceeds may be used to
   29  promote and market the license plates.
   30         3.The remaining fees shall be used by Children First
   31  Florida, Inc., to fund public schools in this state, including
   32  teacher salaries.

   37  and insert:
   38         creating a Children First license plate; establishing
   39         an annual use fee for the plate; providing for the
   40         distribution of use fees received
