       Senator Altman moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete lines 38 - 248
    4  and insert:
    5         Section 1. Paragraph (cc) of subsection (4) of section
    6  320.08056, Florida Statutes, is amended, paragraphs (qqq)
    7  through (zzz) are added to that subsection, and subsections (13)
    8  and (14) are added to that section, to read:
    9         320.08056 Specialty license plates.—
   10         (4) The following license plate annual use fees shall be
   11  collected for the appropriate specialty license plates:
   12         (cc) Choose Life license plate, $25 $20.
   13         (qqq) Autism license plate, $25.
   14         (rrr) Let’s Go Surfing license plate, $25.
   15         (sss) Florida Horse Park license plate, $25.
   16         (ttt) St. Johns River license plate, $25.
   17         (uuu) Endless Summer license plate, $25.
   18         (vvv) Catch Me, Release Me license plate, $25.
   19         (www) Fraternal Order of Police license plate, $25.
   20         (xxx) Go Green Florida license plate, $25.
   21         (yyy) Florida Biodiversity Foundation license plate, $25.
   22         (zzz) Hispanics Settled Florida in 1565 license plate, $25.
   23         (13) Effective July 1, 2011, in addition to the
   24  requirements of subsections (10) and (11) and notwithstanding
   25  any specific authority provided in s. 320.08058, an organization
   26  or entity receiving annual use fee revenue from the sale of a
   27  specialty license plate may use no more than a total of 20
   28  percent of the revenues for administrative, marketing, and
   29  promotion costs, including annual audit and compliance affidavit
   30  costs.
   31         (14)Notwithstanding any other provision of this chapter,
   32  no annual use fee revenue derived from the sale of a specialty
   33  license plate, or the interest thereon, shall be expended on
   34  projects or programs outside this state.
   35         Section 2. Paragraphs (h) and (i) are added to subsection
   36  (15) of section 320.02, Florida Statutes, to read:
   37         320.02 Registration required; application for registration;
   38  forms.—
   39         (15)
   40         (h) The application form for motor vehicle registration and
   41  renewal of registration must include language permitting a
   42  voluntary contribution of $5 to the Autism License Plate Fund
   43  administered by Achievement and Rehabilitation Centers, Inc.
   44  Except as provided in s. 320.08058(69)(d), such contributions
   45  must be distributed by the department each month to the Autism
   46  License Plate Fund administered by Achievement and
   47  Rehabilitation Centers, Inc., to be used as provided in s.
   48  320.08058(69).
   49         (i) The application form for motor vehicle registration and
   50  renewal of registration must include language permitting a
   51  voluntary contribution of $1 to Ronald McDonald Houses of
   52  Florida. Such contributions must be distributed by the
   53  department each month to Ronald McDonald House Charities Tampa
   54  Bay, Inc., a not-for-profit organization.

   56  For the purpose of applying the service charge provided in s.
   57  215.20, contributions received under this subsection are not
   58  income of a revenue nature.
   59         Section 3. Section 320.0706, Florida Statutes, is amended
   60  to read:
   61         320.0706 Display of license plates on trucks.—The owner of
   62  any commercial truck of gross vehicle weight of 26,001 pounds or
   63  more shall display the registration license plate on both the
   64  front and rear of the truck in conformance with all the
   65  requirements of s. 316.605 that do not conflict with this
   66  section. The owner of a dump truck may place the rear license
   67  plate on the gate no higher than 60 inches to allow for better
   68  visibility. However, the owner of a truck tractor shall be
   69  required to display the registration license plate only on the
   70  front of such vehicle. The owner of any wrecker issued a regular
   71  wrecker license plate shall display the license plate only on
   72  the front of the vehicle. The owner of any wrecker issued gross
   73  vehicle weight wrecker license plates shall display the license
   74  plates on both the front and rear of the vehicle in conformance
   75  with the requirements of s. 316.605 that do not conflict with
   76  this section. A violation of this section is a noncriminal
   77  traffic infraction, punishable as a moving violation as provided
   78  in chapter 318.
   79         Section 4. Subsection (6) of section 322.08, Florida
   80  Statutes, is amended to read:
   81         322.08 Application for license.—
   82         (6) The application form for a driver’s license or
   83  duplicate thereof shall include language permitting the
   84  following:
   85         (a) A voluntary contribution of $1 per applicant, which
   86  contribution shall be deposited into the Health Care Trust Fund
   87  for organ and tissue donor education and for maintaining the
   88  organ and tissue donor registry.
   89         (b) A voluntary contribution of $1 per applicant, which
   90  contribution shall be distributed to the Florida Council of the
   91  Blind.
   92         (c) A voluntary contribution of $2 per applicant, which
   93  shall be distributed to the Hearing Research Institute,
   94  Incorporated.
   95         (d) A voluntary contribution of $1 per applicant, which
   96  shall be distributed to the Juvenile Diabetes Foundation
   97  International.
   98         (e) A voluntary contribution of $1 per applicant, which
   99  shall be distributed to the Children’s Hearing Help Fund.
  100         (f) A voluntary contribution of $1 per applicant, which
  101  shall be distributed to Family First, a nonprofit organization.
  102         (g) A voluntary contribution of $5 per applicant, which,
  103  except as provided in s. 320.08058(69)(d), shall be distributed
  104  to the Autism License Plate Fund administered by Achievement and
  105  Rehabilitation Centers, Inc., to be used as provided in s.
  106  320.08058(69).

  108  A statement providing an explanation of the purpose of the trust
  109  funds shall also be included. For the purpose of applying the
  110  service charge provided in s. 215.20, contributions received
  111  under paragraphs (b), (c), (d), (e), and (f), and (g) and under
  112  s. 322.18(9)(a) are not income of a revenue nature.
