Transportation [EPSC]; Creates Florida Statewide Passenger Rail Commission to monitor passenger rail systems, advise DOT concerning passenger rail service, evaluate passenger rail policies, & provide advice & recommendations to Legislature; provides powers & duties of Florida Rail Enterprise to plan, construct, maintain, repair, operate, & promote high-speed rail system, etc.
