2A memorial to the United States Department of
3Transportation, urging the United States Department of
4Transportation to approve applications for funding the
5federally designated high-speed rail corridor of Tampa,
6Orlando, and Miami, Florida.

8     WHEREAS, President Barack Obama's vision for High-Speed
9Rail in America provides federal funding for High-Speed Rail
10under the American Recovery and Reinvestment Act of 2009, and
11the availability of the funding is based on a competition among
12eligible states, including the State of Florida, and
13     WHEREAS, the Florida Department of Transportation has
14applied to the United States Department of Transportation to
15fund the development of Florida's High-Speed Rail as outlined in
16the High-Speed Rail Strategic Plan published by the Federal
17Railroad Administration, and
18     WHEREAS, Florida offers many specific advantages to the
19criteria being scored in the national competition for funds for
20rail projects, and
21     WHEREAS, projects to develop High-Speed Rail in Florida
22could create construction and permanent jobs, and
23     WHEREAS, Florida's unemployment rate for October 2009
24reached 11.2 percent, and 1,027,000 people in Florida were
25jobless among a state labor force of 9,175,000, and
26     WHEREAS, Florida is committed to a modern transportation
27system and seeks a stable and sustainable financial foundation
28for rail projects throughout the state, NOW, THEREFORE,

30Be It Resolved by the Legislature of the State of Florida:

32     That the Florida Legislature urges the United States
33Department of Transportation to approve the applications for
34funding the federally designated high-speed rail corridor of
35Tampa, Orlando, and Miami, Florida, now before the Federal
36Railroad Administration of the United States Department of
37Transportation.
38     BE IT FURTHER RESOLVED that copies of this memorial be
39dispatched to the President of the United States, to the
40Secretary of the United States Department of Transportation, to
41the Director of the Federal Railroad Administration, and to each
42member of the Florida delegation to the United States Congress.
