       The Committee on Transportation (Storms) recommended the
       following:
       
    1         Senate Amendment to Amendment (780432) (with directory and
    2  title amendments)

    4         Between lines 29 and 30
    5  insert:
    6         (11)(a) Any person regularly engaged in the business of
    7  recovering, towing, or storing vehicles or vessels who comes
    8  into possession of a vehicle or vessel pursuant to subsection
    9  (2) and who has complied with the provisions of subsections (3)
   10  and (6), when such vehicle or vessel is to be sold for purposes
   11  of being dismantled, destroyed, or changed in such manner that
   12  it is not the motor vehicle or vessel described in the
   13  certificate of title, shall apply to the county tax collector
   14  for a certificate of destruction. A certificate of destruction,
   15  which authorizes the dismantling or destruction of the vehicle
   16  or vessel described therein, shall be reassignable only to a
   17  licensed salvage motor vehicle dealer a maximum of two times
   18  before dismantling or destruction of the vehicle shall be
   19  required, and shall accompany the vehicle or vessel for which it
   20  is issued, when such vehicle or vessel is sold for such
   21  purposes, as required in s. 319.30, in lieu of a certificate of
   22  title. The application for a certificate of destruction must
   23  include an affidavit from the applicant that it has complied
   24  with all applicable requirements of this section and, if the
   25  vehicle or vessel is not registered in this state, by a
   26  statement from a law enforcement officer that the vehicle or
   27  vessel is not reported stolen, and shall be accompanied by such
   28  documentation as may be required by the department.
