Relief/Angela Sozzani/DCFS; Provides for relief of Angela Sozzani; directs DCFS to include in its annual legislative budget requests appropriation to compensate Angela Sozzani, a disabled person, for injuries & damages sustained as result of negligence of DCFS; provides for use of funds; specifies funds to be included in initial appropriation; requires DCFS to seek appropriations in excess of limit established in act under certain circumstances; provides that no payment of attorneys' fees, lobbying fees, costs, or other similar expenses relating to claim is to be awarded.
