A bill to be entitled
2An act relating to apportionment; amending s. 1 of chapter
32010-91, Laws of Florida; requiring that the Legislature
4disclose and provide to the Secretary of State certain
5information regarding any legal services procured for
6purposes of reapportionment; requiring that the Secretary
7of State make such information available to the public by
8publishing it on the Secretary of State's website;
9providing an effective date.

11     WHEREAS, the Legislature does not have a limit on the
12amount of money expended on legal fees for purposes of
13reapportionment, and
14     WHEREAS, noncompetitive contracts for legal services are
15signed by leaders in the Legislature, costing taxpayers millions
16of dollars, NOW, THEREFORE,

18Be It Enacted by the Legislature of the State of Florida:

20     Section 1.  Section 1 of chapter 2010-91, Laws of Florida,
21is amended to read:
22     Section 1.  (1)  In accordance with subsection (b) of
23Section 3 of Article III of the State Constitution and in lieu
24of the date fixed therein, the 2012 Regular Session of the
25Legislature shall convene on January 10, 2012.
26     (2)(a)  The President of the Senate and the Speaker of the
27House of Representatives shall disclose and provide to the
28Secretary of State the following information regarding any legal
29services procured for purposes of the reapportionment of
30congressional and legislative district boundaries:
31     1.  Contracts;
32     2.  Retainer agreements; and
33     3.  Fees.
34     (b)  The Secretary of State shall make this information
35available to the public by publishing it on the Secretary of
36State's website within 24 hours after receiving the information.
37     Section 2.  This act shall take effect July 1, 2011.
