    1                        A bill to be entitled                      
    2         An act relating to enterprise zones for bioscience
    3         clusters; creating s. 290.0155, F.S.; authorizing a
    4         county to designate an area for a bioscience cluster
    5         of a specified size; providing conditions of
    6         eligibility to designate the bioscience cluster;
    7         defining the term “major bioscience cluster”;
    8         providing an effective date.

   10  Be It Enacted by the Legislature of the State of Florida:
   11  
   12         Section 1. Section 290.0155, Florida Statutes, is created
   13  to read:
   14         290.0155 Enterprise zones for bioscience clusters.—
   15         (1) Notwithstanding the requirements of s. 290.0055, a
   16  county having at least three universities or colleges, a
   17  population of at least 100,000, and a major biosciences cluster
   18  that is adjacent to the campus of a public university may
   19  designate an enterprise zone for the area of the bioscience
   20  cluster, not to exceed 250 acres.
   21         (2) As used in this section, the term “major bioscience
   22  cluster” means a cluster of biotechnology research institutes,
   23  biotechnology businesses, pharmaceutical companies, hospitals,
   24  medical schools, or similar medical facilities that, when
   25  combined, employ at least 1,000 persons within the area of the
   26  cluster.
   27         Section 2. This act shall take effect July 1, 2011.
