       Senator Hays moved the following:
       
    1         Senate Amendment (with title amendment)

    3         Between lines 4121 and 4122
    4  insert:
    5         Section 107. A county may implement a hospital-based local
    6  financing mechanism in partnership with hospitals located within
    7  that county. The partnership shall be scheduled to expire no
    8  later than 3 years after the partnership is implemented unless
    9  reviewed and renewed by the parties. The funding mechanism must
   10  be permissible under federal law in order to be used for
   11  providing the state share of matching funds for buying back
   12  hospital rate reductions up to the allowable cost for hospital
   13  payments in the Medicaid program.
