       The Committee on Budget (Flores) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 5228 and 5229
    4  insert:
    5         Section 63. Paragraph (d) of subsection (2) of section
    6  395.4025, Florida Statutes, is amended to read:
    7         395.4025 Trauma centers; selection; quality assurance;
    8  records.—
    9         (2)
   10         (d)1. Notwithstanding other provisions in this section, the
   11  department may grant up to an additional 18 months to a hospital
   12  applicant that is unable to meet all the requirements under as
   13  provided in paragraph (c) at the time of application if the
   14  number of applicants in the service area in which the applicant
   15  is located is equal to or less than the service area allocation,
   16  as provided by rule of the department.
   17         a. An applicant that is granted additional time pursuant to
   18  this paragraph shall submit a plan for departmental approval
   19  which includes timelines and activities that the applicant
   20  proposes to complete in order to meet application requirements.
   21  An Any applicant that demonstrates an ongoing effort to complete
   22  the activities within the timelines outlined in the plan shall
   23  be included in the number of trauma centers when at such time
   24  that the department conducts has conducted a provisional review
   25  of the application and determines has determined that the
   26  application is complete and that the hospital has the critical
   27  elements required for a trauma center.
   28         b. If construction related to a critical element is delayed
   29  due to governmental action or inaction with respect to
   30  regulations or permitting and a hospital applicant has
   31  demonstrated that it has made a good faith effort to comply with
   32  the applicable regulations or to obtain the required permits,
   33  the department shall grant an applicant that has received an
   34  additional 18 months up to two additional 6-month extensions to
   35  meet all the requirements under paragraph (c).
   36         2. Timeframes provided in subsections (1)-(8) shall be
   37  stayed until the department determines that the application is
   38  complete and that the hospital has the critical elements
   39  required for a trauma center.
