Florida Infrastructure Fund Partnership; Provides legislative intent to increase the availability of later stage venture equity capital and infrastructure funding. Creates the Florida Infrastructure Fund Partnership. Specifies the purpose and duties of the partnership, which is to facilitate investment in the state's infrastructure. Creates the Florida Infrastructure Investment Trust. Authorizes the trust to issue certificates to investors, which are redeemable as tax credits, etc.
