House Joint Resolution
2A joint resolution proposing an amendment to Section 4 of
3Article VI of the State Constitution to disqualify a
4person who is convicted of a felony from voting only until
5completion of all sentences imposed and expiration or
6completion of all conditions of supervision, if any.

8Be It Resolved by the Legislature of the State of Florida:

10     That the following amendment to Section 4 of Article VI of
11the State Constitution is agreed to and shall be submitted to
12the electors of this state for approval or rejection at the next
13general election or at an earlier special election specifically
14authorized by law for that purpose:

SUFFRAGE AND ELECTIONS
17     SECTION 4.  Disqualifications.-
18     (a)(1)  A No person convicted of a felony, or adjudicated
19in this or any other state to be mentally incompetent is not,
20shall be qualified to vote or hold office until restoration of
21civil rights or removal of disability.
22     (2)  A person may not be disqualified from voting due to a
23felony conviction upon completion of all sentences imposed and
24expiration or completion of all conditions of supervision, if
25any, for the felony.
26     (b)  A No person may not appear on the ballot for re-
27election to any of the following offices:
28     (1)  Florida representative,
29     (2)  Florida senator,
30     (3)  Florida Lieutenant governor,
31     (4)  any office of the Florida cabinet,
32     (5)  U.S. Representative from Florida, or
33     (6)  U.S. Senator from Florida

35if, by the end of the current term of office, the person will
36have served (or, but for resignation, would have served) in that
37office for eight consecutive years.
38     BE IT FURTHER RESOLVED that the following statement be
39placed on the ballot:

ARTICLE VI, SECTION 4
42     VOTING RIGHTS OF FELONS.-The State Constitution currently
43prohibits a person who was convicted of a felony from voting
44until the person's civil rights are restored. This amendment
45will prohibit a person convicted of a felony from voting only
46until completion of all sentences imposed and expiration or
47completion of all conditions of supervision, if any, for the
48felony conviction.
