       The Committee on Transportation (Latvala) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 141 - 150
    4  and insert:
    5         (c)(d) During a period of high terrorist threat level, as
    6  designated by the United States Department of Homeland Security
    7  or the Department of Law Enforcement, or during an emergency
    8  declared at a port by the seaport security director due to
    9  events applicable to that particular seaport, the management or
   10  controlling authority of the port may temporarily designate any
   11  part of the seaport property as a secure or restricted area. The
   12  duration of such designation is limited to the period in which
   13  the high terrorist threat level is in effect or a port emergency
   14  exists.

   19  and insert:
