Misdemeanor Pretrial Substance Abuse Programs; Provides that person who has not previously been convicted of felony & who is charged with nonviolent, nontraffic-related misdemeanor & identified as having substance abuse problem or is charged with certain other designated misdemeanor offenses may qualify for participation in misdemeanor pretrial substance abuse program.
